The Chairman of the Nigeria Civil Service Union (NCSU) in Rivers State, Chukwuka Osuma, has described the circular calling for the nomination of civil servants due for promotion as a statutory and routine procedure expected in a functional government system.

Speaking with journalists, Osuma explained that Ministries, Departments, and Agencies (MDAs) are required to submit the names of qualified officers to the Civil Service Commission ahead of the scheduled promotion interviews.

He noted that the exercise is also aimed at implementing the new directive that allows officers in the executive cadre to attain promotion up to Grade Level 15 before retirement.

Osuma commended the Rivers State Governor, Sir Siminalayi Fubara, for sustaining the regular promotion of workers in the State Civil Service, describing the move as a morale booster for civil servants.

Recall that Governor Fubara recently approved the promotion of civil servants across all levels in the State Civil Service.

The approval was conveyed in a circular issued by the Rivers State Civil Service Commission and signed by the Permanent Secretary, James Enebeli.

According to the circular titled “Call for Recommendation for Promotion,” Ministries, Departments, and Agencies were directed to forward the names of officers due for promotion between January and July 2026 to the commission for consideration.

The commission stated that the exercise will cover officers on Grade Levels 07 to 15 who qualified within the period under review.

The latest promotion exercise comes shortly after Governor Fubara approved and effected the payment of promotion arrears owed to civil servants in the State.
