The International Football Association Board (IFAB) has confirmed a sweeping set of rule changes that will take effect at the 2026 FIFA World Cup, in a move aimed at improving match quality and stamping out time-wasting tactics that have long frustrated players and fans alike.

Among the most significant updates is an expansion of VAR’s authority, granting match officials greater powers to intervene in contentious decisions. Alongside this, a new 10-second substitution rule will be enforced to accelerate player changeovers, while tactical timeouts a tactic frequently used by teams to disrupt the momentum of opponents will face a firm crackdown.

IFAB also confirmed a five-second countdown rule for throw-ins and goal-kicks, a measure designed to keep matches moving and reduce the chronic dead-time that has been a persistent complaint at major tournaments.

In a notable step toward improving player conduct and transparency, players caught covering their mouths during on-field confrontations will now face red cards. The rule targets communication that officials cannot monitor, a practice that has drawn criticism for enabling dissent to go unchecked.

Teams that walk off the pitch in protest will also face formal punishment under the new framework a provision that signals IFAB’s intent to maintain order and uphold the integrity of the game at football’s biggest stage.

Additionally, players requiring treatment will be mandated to leave the field for a minimum of one minute, closing a loophole that teams have exploited to run down the clock under the guise of injury assessment.

The 2026 World Cup, co-hosted by the United States, Canada, and Mexico, is expected to be the largest in the tournament’s history, spanning 48 nations. IFAB’s reforms signal a determination to ensure the football on display matches the scale of the occasion.
