The Budget Office of the Federation (BOF) has stated that the Presidential Foreign Intervention Promotion Council (PFIPC), currently under investigation after being declared a fake agency by the Presidency, originated during the administration of former President Muhammadu Buhari.
The Director-General of the Budget Office, Mr Tanimu Yakubu, explained that the council evolved from the Presidential Economic Advisory Council inaugurated in October 2019. He said the Budget Office did not create the agency but acted on official approvals and administrative instruments issued by relevant government institutions.
Yakubu disclosed that although the PFIPC requested ₦3.85 billion for personnel costs in the 2026 budget, the Budget Office independently reduced the figure to about ₦803 million using approved staffing structures and government costing guidelines.
He, however, stressed that no funds were released to the council because it failed to obtain the required Financial Clearance needed for recruitment, payroll enrolment and salary payments.
According to him, no staff were employed, no payroll was created, and no salaries were paid, meaning no part of the personnel allocation was accessed.
The PFIPC came under public scrutiny after the Presidency disowned it in June 2026.
Meanwhile, its promoter, Prince Adeniyi Adeyemi, is currently in police custody over allegations linked to the controversy, while investigations by relevant agencies are ongoing.
