The United States government is reportedly planning to acquire a 35 per cent passive stake in Venezuelan businessman Alejandro Betancourt’s oil venture, North American Blue Energy Partners, according to a report by The Wall Street Journal.
The proposed deal would also grant the United States preferential rights to purchase 20 per cent of the company’s oil production at cost, according to sources cited in the report.

The investment is expected to be structured through penny warrants, a move that would allow the US government to gain equity ownership in the company without making a major direct financial commitment, the report stated.
The development comes shortly after US President Donald Trump announced that Washington had reached an agreement involving control of a significant portion of Venezuela’s oil reserves through partnerships with private businesses.
Trump had said the United States secured majority control of more than 65 billion barrels of Venezuela’s proven oil reserves, although details of the arrangement have not been fully disclosed.
However, the Pentagon has disputed reports that its Office of Strategic Capital would take an equity stake in a private company. Pentagon spokesperson Sean Parnell said the office’s role is limited to providing capital assistance through loans, loan guarantees and technical support.

The White House and North American Blue Energy Partners have not issued official comments on the reported negotiations.
The reported move is coming amid renewed international attention on Venezuela’s oil industry, with efforts being made to increase production and attract investment into the country’s energy sector.
