US President Donald Trump has signed an executive order targeting what his administration describes as “birth tourism” — the practice of foreign nationals travelling to the United States primarily to give birth so their children can obtain US citizenship.
White House Deputy Chief of Staff for Policy and Homeland Security Adviser, Stephen Miller, said the order effectively bans obtaining a US visa for that purpose, describing the measure as one of the administration’s most significant actions.
Miller said immigration authorities would rely on existing provisions of the Immigration and Nationality Act to distinguish ordinary tourists from people allegedly seeking entry for the purpose of giving birth in the US.
The development follows the Trump administration’s renewed efforts to restrict birthright citizenship after the US Supreme Court rejected an earlier attempt to end the policy through executive action.
Trump described the court’s earlier decision as “very unfortunate,” saying his administration was making adjustments in response to the ruling.
The White House has argued that birth tourism amounts to an abuse of the US immigration system. However, figures cited during recent legal proceedings have varied widely, with no single official estimate establishing the actual scale of the practice.
The latest order is expected to face further legal and political scrutiny as the administration seeks to reshape US citizenship and immigration policy.
