Rivers State lawmaker Justina Emeji has disclosed that members of the State House of Assembly received funds for constituency projects during the six-month emergency rule in the state.
Emeji, who represents Emohua Constituency, disclosed the commissioning of the Echonwere Royal Hall in Okporowo Ogbakiri, Emohua Local Government Area.
She said the funds were released by the state administrator during the emergency period, adding that Speaker Martin Amaewhule encouraged lawmakers to use the resources to execute projects that would benefit their constituents.
“The fund was given to us for constituency projects during the Emergency Rule. The Speaker encouraged me and other colleagues to go and make our constituents proud so that your people will remember you,” Emeji said.
According to the lawmaker, she conducted a needs assessment and consulted residents across the 14 wards of Emohua before deciding on projects to execute.
Emeji said seven other constituency projects were at various stages of completion across the local government area.

The projects include a corps members’ lodge at Oduoha Ogbakiri, a market at Isiodu Emohua, classroom blocks at Ibaa, Egbeda and Ovogo communities, as well as teachers’ quarters at Akpabu.
She also announced a ₦30 million empowerment programme for 150 beneficiaries selected from the 14 wards of Emohua.
Emeji said the projects formed part of efforts to fulfil commitments made to residents and address identified community needs.
She acknowledged the support of her colleagues in the Assembly and commended Federal Capital Territory Minister Nyesom Wike for what she described as his leadership and guidance.
Speaking at the commissioning, Amaewhule commended Emeji for the projects and said the town hall was selected following consultations with residents.
The Speaker said more constituency projects executed by lawmakers would be commissioned across Rivers State before the end of the 10th Assembly.
Amaewhule also used the event to canvass political support ahead of the 2027 elections, urging residents to support President Bola Tinubu and candidates associated with the Rainbow Coalition.
Kingsley Chinda is currently identified as the All Progressives Congress governorship candidate in Rivers State and has received support from prominent figures associated with the Rainbow Coalition.

The disclosure by Emeji provides additional information on constituency spending during the period when elected state officials were suspended under the emergency administration.
President Tinubu declared a state of emergency in Rivers State in March 2025, suspending Governor Siminalayi Fubara, Deputy Governor Ngozi Odu and members of the State House of Assembly for six months.
Vice Admiral Ibok-Ete Ibas, a former Chief of Naval Staff, administered the state during the emergency period before democratic institutions were restored.
