Rivers State Governor, Siminalayi Fubara, has forwarded the state’s 2026–2028 Medium Term Expenditure Framework (MTEF) to the Rivers State House of Assembly for legislative consideration and approval.
The Speaker of the House, Martin Amaewhule, confirmed receipt of the document during an emergency plenary session held on Thursday.
Despite acknowledging the submission, lawmakers deferred deliberations on the expenditure framework to a later date before adjourning proceedings.

The development marks a significant engagement between the executive and legislative arms of government following several months of inactivity in the Assembly.
The House last convened in February 2026, when it screened and considered commissioner nominees submitted by Governor Fubara. After the exercise, lawmakers adjourned indefinitely.
Before that sitting, the Assembly had met on January 8, 2026, during which impeachment proceedings were initiated against the governor. The lawmakers subsequently adjourned and did not reconvene on the scheduled resumption date of February 15.
Meanwhile, the Medium Term Expenditure Framework serves as a key fiscal planning document, providing projections for government revenue, expenditure and economic priorities over three years. Its approval is a critical step in the preparation of annual budgets and the implementation of government development programmes.

The contents of the framework submitted by the governor have not yet been made public, and lawmakers are expected to consider the document when debate resumes.
