The United States is preparing to present Ukrainian negotiators with a new peace proposal aimed at ending the war with Russia, as diplomatic efforts continue amid disagreements over territory and security guarantees.
US special envoy Steve Witkoff and Jared Kushner, son-in-law of President Donald Trump, are expected to lead discussions with Ukrainian representatives during a two-day meeting scheduled to begin on Friday.
According to a senior US administration official, the negotiations will focus on a comprehensive framework addressing the major issues preventing a settlement between Moscow and Kyiv.

Ukrainian President Volodymyr Zelenskyy confirmed that his country would send a delegation to the United States for the talks.
The delegation is expected to include Rustem Umerov, head of Ukraine’s Foreign Intelligence Service, and Kyrylo Budanov, head of the Ukrainian presidential office.
Zelenskyy said he had held several discussions with American officials in recent days and expressed hope that the latest diplomatic engagement would produce meaningful progress.
The renewed initiative comes as Washington seeks to narrow differences between Russia and Ukraine over territorial control, security arrangements and the conditions for ending hostilities.
One of the principal obstacles remains the Donbas region in eastern Ukraine, where Russia has sought to consolidate control.
Moscow has maintained territorial demands as part of its position on a possible settlement, while Ukraine has rejected proposals requiring it to surrender territory.
Zelenskyy has argued that relinquishing territory could expose Ukraine to further military threats and weaken its long-term security.
Russia currently occupies approximately one-fifth of Ukrainian territory, although the precise extent of its control remains subject to developments on the battlefield.
US Secretary of State Marco Rubio has also acknowledged the difficulties confronting negotiations, warning that continued failure to reach an agreement could prolong the conflict and increase the risk of further escalation.
Rubio reiterated Washington’s position that a diplomatic settlement remains necessary, while acknowledging that an immediate breakthrough is uncertain.
Kremlin spokesperson Dmitry Peskov has similarly indicated that the conditions for a negotiated settlement have not yet been established.
The latest American initiative follows previous diplomatic engagements involving Witkoff and Kushner in Moscow and Kyiv, which failed to produce a comprehensive agreement.

President Trump has repeatedly expressed his intention to secure an end to the conflict, but negotiations have remained complicated by the competing demands of both countries.
Russia launched its full-scale invasion of Ukraine in February 2022, triggering a prolonged conflict that has caused extensive casualties, displacement and infrastructure destruction.
The forthcoming talks are expected to test whether Washington and Kyiv can establish a common negotiating framework capable of supporting further discussions with Moscow.
However, no agreement has been announced, and significant differences remain over the territorial and security provisions of any proposed peace settlement.
