Russia has been widely condemned after a drone launched during an overnight strike on Ukraine crossed into Romanian airspace and hit an apartment building, injuring two people and setting the structure ablaze.

The incident, which occurred early Friday in the border town of Galați, has sparked alarm across Europe and renewed concerns about the spillover of the Ukraine war into NATO territory.

Romanian authorities said the drone was part of a larger Russian aerial assault on Ukraine that involved 232 drones and one ballistic missile. Several of the drones reportedly strayed into Romanian airspace, with one striking a residential building near the Danube River.

Officials confirmed that the impact caused a fire on the roof of the apartment block and left two residents requiring medical treatment.

The attack prompted swift reactions from NATO and European leaders, who described the incident as a dangerous escalation.

NATO Secretary-General Mark Rutte said Russia’s actions posed a threat beyond Ukraine’s borders, stressing that the alliance would defend every inch of allied territory.

“Russia’s reckless behaviour is a danger to us all,” Rutte said, adding that the incident underscored the broader risks of Moscow’s ongoing military campaign.

The United States ambassador to NATO, Matthew Whitaker, also condemned the strike, expressing solidarity with Romania and warning that NATO would respond to any further violations of allied airspace.

Romanian Foreign Minister Oana-Silvia Țoiu described the incident as a “serious and irresponsible escalation,” adding that it constituted a violation of international law and Romania’s sovereignty. Bucharest has since summoned the Russian ambassador for explanations.

Ukraine’s foreign ministry said the strike demonstrated that Russian aggression poses a continuing threat to the wider Black Sea region and Europe as a whole. President Volodymyr Zelenskyy called for increased international pressure on Moscow, saying Ukraine stands ready to assist Romania in responding to the incident.

European Commission President Ursula von der Leyen said the attack showed that Russia’s war had “crossed yet another line,” while Czech President Petr Pavel urged a stronger international response beyond verbal condemnation.

Romania’s defence ministry said it scrambled F-16 fighter jets and a helicopter after radar detected multiple drones entering its airspace. The aircraft were authorised to engage the drones if necessary.

The incident adds to a growing number of cross-border airspace violations reported by NATO member states since Russia’s full-scale invasion of Ukraine in 2022, including similar incidents in Poland, Latvia, Lithuania, Estonia and Finland.

Military analysts say such events highlight the risks of so-called “grey warfare,” where hybrid tactics blur the line between deliberate attack and accidental spillover.

Former Estonian president Toomas Hendrik Ilves said the strike was “inevitable” given the intensity of the conflict, warning that Europe must take a firmer stance in response to repeated airspace violations.

Officials across Europe say the latest incident reinforces fears that the war in Ukraine could increasingly threaten neighbouring NATO countries, raising the stakes for an already fragile regional security environment.
