In furtherance of the Headquarters Nigerian Navy redeployment of senior officers aimed at strengthening operational effectiveness, Rear Admiral Esen Paul Efanga has officially assumed duty as the Flag Officer Commanding (FOC), Naval Training Command.
According to the Navy, the redeployment is in line with the Command Philosophy of the Chief of the Naval Staff, which is focused on building a highly motivated, professional and combat ready Nigerian Navy capable of effectively discharging its constitutional roles across the maritime domain.
The formal handover ceremony took place on Wednesday January 7, 2026 at the Naval Training Command Headquarters. The ceremony was witnessed by senior naval officers, officers, ratings and civilian staff of the Command. Highlights included the symbolic handing and taking over of the Command ensign, as well as the signing of handover notes between the outgoing and incoming Flag Officers Commanding, marking the formal transfer of authority and responsibility.
The event underscored leadership continuity within the Command, reaffirmed training as the foundation of naval professionalism, discipline and operational readiness required for effective maritime security operations.
In his maiden address, Rear Admiral Efanga expressed gratitude to the Chief of the Naval Staff for the confidence reposed in him, commended his predecessor for the solid framework established during his tenure. He pledged to enhance training standards through innovation, realism and professionalism to ensure Nigerian Navy personnel remain fully prepared to tackle maritime security challenges including piracy, sea robbery, crude oil theft and other transnational maritime crimes.
In his farewell remarks, the outgoing Flag Officer Commanding thanked officers, ratings and civilian staff for their loyalty, professionalism and support throughout his tenure. He noted that he would continue to contribute to the advancement of naval training, capacity development in his new appointment at Naval Headquarters.
