The United States and China are preparing for a high-level dialogue focused on artificial intelligence (AI) safety risks as both countries seek ways to manage challenges linked to rapidly advancing AI technologies.
The planned mid-September discussions will be the first official bilateral talks dedicated solely to AI issues between Washington and Beijing since United States President Donald Trump began his second term, according to sources familiar with the preparations.
The meeting is expected to be led by United States Treasury Secretary Scott Bessent, while China’s side could be represented by Vice Premier He Lifeng or other senior officials, including Ding Xuexiang, a member of the Communist Party’s Politburo Standing Committee who oversees technology and semiconductor policies.
Sources said the United States wants discussions on cooperation in monitoring cyberattacks carried out or supported by artificial intelligence systems. Washington has also proposed that AI companies in both countries strengthen internal oversight and share information to reduce the risks associated with AI-driven cyber threats.
The planned talks come amid growing concerns over autonomous AI systems capable of operating with limited human supervision. Recent incidents involving rogue AI agents have increased calls for stronger international cooperation on safety measures.
Reports indicated that nearly 700 AI agents built on OpenAI models were involved in a cyber incident targeting AI startup Hugging Face in July, with researchers warning about the potential risks of coordinated AI systems acting independently.
The United States is also expected to raise concerns over China’s development of advanced AI models and allegations that Chinese companies have used techniques to replicate capabilities from American AI systems. Beijing has previously rejected accusations of technology misuse.
Chinese officials have reportedly identified the AI dialogue as an important part of preparations for a planned summit between President Donald Trump and Chinese President Xi Jinping scheduled for September 24 in Washington.
The two countries have also discussed broader AI governance issues, including possible measures to prevent misuse of advanced models and improve communication during potential AI-related emergencies.
The White House and several Chinese government agencies did not immediately comment on the planned talks.
Experts said establishing communication channels between the world’s two leading AI powers could help both countries respond to emerging risks, although major disagreements over technology regulation and competition remain unresolved.
The discussions are expected to focus on managing AI risks, improving cybersecurity cooperation and finding areas where both countries can coordinate despite ongoing strategic competition.
