Akwa Ibom State House of Assembly has passed a bill to provide for peaceful and orderly transfer of executive power from one democratically elected Governor to another, and for matters connected therewith.
This followed the presentation of the report of the House Committee on Intergovernmental, Political and Special Matters during plenary.
Presenting the Committee’s report, the Chairman, Hon. Emem Udom, explained that the bill seeks to establish a legal and institutional framework to guarantee a seamless and peaceful transition between outgoing and incoming administrations in the State.
Hon. Udom noted that after the bill was committed at the Business Session of the House on Thursday, June 3, 2025, the Committee embarked on extensive deliberations which culminated in a public hearing on Monday, July 28, 2025.
Copies of the bill, he said, were circulated among relevant stakeholders, including representatives of ministries, departments and agencies (MDAs), labour unions, and civil society organisations (CSOs), who provided valuable oral and written submissions during the hearing.
“The submissions and inputs received from stakeholders helped the Committee in reaching its final recommendations.” Hon. Udom stated.
He further disclosed that participants at the public hearing unanimously supported the passage of the bill, emphasizing that it would promote continuity, good governance, and political stability in the State.

After consideration at the Committee of the Whole, the House passed the bill, with Tuesday, November 11, 2025, as its commencement date.
The motion for the bill to be read the third time and passed was moved by Hon. Uwem Peter Imo-Ita (Mkpat Enin State Constituency) and seconded by Hon. Bassey Pius Bassey (Okobo State Constituency).
Speaker of the House, Rt. Hon. Udeme Otong, directed the Clerk of the Assembly, Mrs. NsikakAbasi Orok, to forward the resolution of the House to Governor Umo Eno for assent.
