The Nigerian Civil Aviation Authority has directed the suspension of regulatory and administrative services to Air Peace, Ibom Air and nine other domestic airlines over outstanding statutory debts owed to the agency.
The directive, issued under the authority of the Federal Government, places the affected operators on the NCAA’s updated “No-Pay-No-Service” list pending the settlement of their financial obligations or the establishment of acceptable repayment arrangements.
According to an internal memo signed by the agency’s Director of Finance and Accounts, Olufemi Odukoya, all NCAA directorates and regional offices have been instructed to withhold services from the airlines until financial clearance is obtained from the Directorate of Finance and Accounts.

The memo stated that the affected airlines allegedly failed to remit statutory charges collected on behalf of the regulator, particularly the five per cent Ticket Sales Charge and Cargo Sales Charge imposed on airline operations in the country.
The charges are critical sources of funding for the NCAA and are used to support aviation safety oversight, personnel training, economic regulation and other administrative responsibilities within Nigeria’s aviation industry.
Airlines affected by the directive include Air Peace, Ibom Air, Arik Air, United Nigeria Airlines, Umza Air, NG Eagle, Max Air, Caverton Helicopters, Overland Airways, Rano Air and ValueJet.
“We have directed that no directorate should render any service to the above airlines without financial clearance from the Director of Finance and Accounts,” the NCAA stated in the memo.

The document was circulated to various regional offices of the authority and copied to the Director-General of Civil Aviation alongside other senior officials of the agency.
