The Akwa Ibom State House of Assembly has passed two major Bills aimed at strengthening environmental governance, curbing vandalism, improving internally generated revenue in the state.
The Bills were passed on Thursday during plenary following the consideration and adoption of reports presented by the Chairman of the House Committee on Environment, Hon. Pius Bassey.
One of the legislations provides for the regulation of scrap metal dealers and operators of related businesses across Akwa Ibom State. The Bill, also sponsored by Hon. Pius Bassey, was approved after a clause-by-clause consideration of the committee’s report.
Presenting the report on the floor of the House, Hon. Bassey explained that the proposed law establishes a formal regulatory framework for scrap metal activities in the state. He noted that its implementation would help curb vandalism and theft of public infrastructure, while promoting accountability, transparency, and orderliness within the sector.
He further stated that the legislation is expected to create an additional stream of internally generated revenue for the state government.
In a related development, the House also passed a second environmental Bill banning the use, manufacture, and importation of polystyrene (Styrofoam) and other single-use plastics used for commercial and household packaging.
The second law is aimed at addressing the growing environmental challenges posed by plastic waste, including pollution of oceans, rivers, lakes, and forests, as well as threats to wildlife and public health. Lawmakers also noted that the ban would reduce pressure on landfills and improve waste management efficiency across the state.
Both Bills were passed after thorough clause-by-clause consideration of reports by the House Committee on Environment.
Presiding over the plenary, the Speaker of the House, Rt. Hon. Udeme Otong, commended the committee for what he described as diligent scrutiny and effective handling of the Bills. He subsequently directed the Clerk of the House, Mrs. Nsikakabasi Orok, to transmit the approved Bills to the Governor for assent.
Meanwhile, the House adjourned plenary to Tuesday – April 28, 2026.
