FG PROPOSES ₦87.31BN AVIATION BUDGET FOR 2026

The Federal Government has proposed a total allocation of ₦87.31 billion for the Ministry of Aviation and Aerospace Development and its agencies in the 2026 Appropriation Bill, with over 80 per cent of the funding dedicated to capital expenditure.

Budget details show that ₦70.19 billion has been earmarked for capital projects, while ₦14.78 billion is allocated for personnel costs and ₦2.34 billion for overheads.

The proposal made no provision for retained independent revenue, aid, or grant funding.

Breakdown by Agencies:
The Federal Ministry of Aviation and Aerospace Development received the largest share of the allocation at ₦50.65 billion, out of which ₦48.55 billion is designated for capital projects.

Personnel costs are estimated at ₦1.35 billion, while ₦745.74 million is budgeted for overhead expenses.

The Nigerian Meteorological Agency (NiMet) was allocated ₦11.84 billion, with ₦9.15 billion set aside for personnel costs, ₦393.73 million for overheads, and ₦2.29 billion for capital expenditure, underscoring the agency’s labour-intensive operations.

Similarly, the Nigerian College of Aviation Technology (NCAT), Zaria, is expected to receive ₦11.28 billion, comprising ₦4.28 billion for personnel costs, ₦464.44 million for overheads, and ₦6.54 billion for capital projects.

The Nigeria Airspace Management Agency (NAMA) was allocated ₦6.3 billion, entirely for capital expenditure, with no provision for personnel or overhead costs in the budget breakdown.

Likewise, the Nigerian Safety Investigation Bureau (NSIB) is expected to receive ₦7.24 billion, made up of ₦6.51 billion for capital projects and ₦734.09 million for overheads, with no allocation for personnel costs.

Focus on Infrastructure:
The strong emphasis on capital spending aligns with the stance of the Minister of Aviation and Aerospace Development, Festus Keyamo, who has repeatedly maintained that infrastructure renewal is critical to improving safety, efficiency, and service delivery in Nigeria’s aviation sector.

On January 22, 2025, the ministry presented its 2025 budget proposal to the Joint National Assembly Committee on Aviation and Aviation Technology at the National Assembly Complex, where Keyamo highlighted the ministry’s commitment to transparency and accountability in managing public funds.

During the presentation, the minister disclosed that the ministry’s 2024 capital budget recorded a utilisation rate of 30.9 per cent, while personnel costs achieved 100 per cent utilisation, and overhead expenditure reached 99.97 per cent.

2025 Budget Context:
Keyamo informed lawmakers that the proposed ₦71.12 billion 2025 budget for the ministry reflected its strategic priorities for advancing the aviation and aerospace sectors.

The proposal consisted of ₦69.22 billion for capital expenditure, ₦1.16 billion for personnel costs, and ₦745.74 million for overheads.
