Ukraine’s top allies convened in Paris on Tuesday to discuss security guarantees for Kyiv in the event of a ceasefire with Russia, as diplomatic efforts intensify to end the nearly four-year war.
Ukrainian President Volodymyr Zelenskyy was joined by representatives from 35 countries, including 27 heads of state, to explore a United States-brokered peace plan.
Senior U.S. negotiators Steve Witkoff and Jared Kushner attended the meeting as part of broader efforts to coordinate a common Ukrainian, European, and U.S. position that could later be presented to Russia.
French President Emmanuel Macron expressed optimism about the talks, which are focused on providing Ukraine with guarantees to deter future Russian aggression should a ceasefire be reached.
However, prospects remain uncertain. The Trump administration’s attention has shifted to Venezuela following the U.S. capture of Venezuelan leader Nicolas Maduro, and Russia has shown few signs of accepting current proposals.
Territorial disputes, particularly over Ukraine’s Donbas region where Russia occupies Luhansk entirely and Kyiv retains significant parts of Donetsk remain a major obstacle.
President Zelenskyy has warned against ceding Ukrainian land, emphasizing that any peace deal must prevent further Russian incursions, in line with the nation’s constitution.
The Paris meeting marks the latest in a series of diplomatic efforts by the “coalition of the willing” to seek an end to the conflict, even as fighting continues on the ground.
