Akwa Ibom State Governor, Pastor Umo Eno, has inaugurated two inter-ministerial committees to oversee the implementation of international status for the Victor Attah International Airport and the enforcement of the Treasury Single Account (TSA) for Internally Generated Revenue (IGR).
The Governor performed the inauguration on Monday, January 5, at the Government House, Uyo, during an Enlarged State Executive Council meeting where he also signed into law the N1.585 trillion 2026 Appropriation Bill.
The establishment of the committees mark another strategic step in the administration’s efforts to strengthen governance systems, promote fiscal discipline, and fast-track major development projects across the state.
International Airport Committee
Members of the Inter-Ministerial Committee on International Airport Status Implementation are:
• Prince Enobong Uwah, Secretary to the State Government – Chairman
• Hon. Emem Bob, Commissioner for Finance and Special Duties
• Mr. George Uriesi, Managing Director, Ibom Air
• Engr. Ephraim Udosen, Permanent Secretary, Special Duties
• Pastor Uwem Andrew Essien, Accountant-General
• Mr. Uwem Ekanem, Managing Director, Airport Development Authority – Secretary
Governor Eno charged the committee to ensure accelerated progress and meet all regulatory and operational benchmarks ahead of the airport’s planned take-off as an international facility.
“I expect this committee to work tirelessly to ensure the realization and commencement of full operations at the international airport by the first week of April 2026,” the Governor said.
TSA–IGR Committee
The Inter-Ministerial Committee on the Implementation of TSA for IGR is chaired by Hon. Emem Bob, Commissioner for Finance, with the following members:
• Mr. Uko Udom, SAN, Attorney-General and Commissioner for Justice
• Dr. Frank Ekpenyong, Commissioner for Science and Digital Economy
• Mr. Frank Archibong, Commissioner for Local Government and Chieftaincy Affairs
• Dr. Ubong Inyang, Commissioner for Lands
• Dr. Linus Nkan, Commissioner for Budget and Economic Planning
The committee has Mr. Okon Okon, Chairman of the State Internal Revenue Service, as Secretary.
Governor Eno emphasized the importance of transparency, accountability, and effective coordination across government agencies, stating unequivocally that no Ministry, Department or Agency (MDA) is permitted to operate an independent account.
“No agency is allowed to own its own stand-alone account. All revenue must be generated and spent through one account. This is the only way we can maintain transparency, track our resources effectively,” he said.
He warned against any attempt to circumvent the TSA policy, stressing that all revenues must be paid into the central treasury before allocations are made for running costs.
“We have a huge budget of N1.5 trillion, we need these funds for the good of our people. Akwa Ibom is not owing any bank in this country, and we don’t intend to owe unless it becomes absolutely necessary,” the Governor added.
Governor Eno also reaffirmed the termination of contracts for revenue-generation consultants, directing all MDAs to work strictly with the TSA implementation committee.
On tenement rates, the Governor reiterated that payments must be made directly into the Treasury Single Account, noting that arrears had been waived for homeowners who pay their current rates between now and March.
“Once we are able to generate more funds through legally sanctioned means, we can deploy such funds for the common good of all,” he said.
