An operative of Economic and Financial Crimes Commission (EFCC), Kazeem Yusuf, on Tuesday told the Federal Capital Territory (FCT) High Court that N4.6 billion allocated by the Office of the National Security Adviser (ONSA) for the procurement of security equipment, was allegedly diverted to political and non-security related activities.
Testifying before Justice Yusuf Halilu at the Maitama division of the court, Yusuf said investigations showed that the funds were used to sponsor pilgrimage to Makkah, finance 2015 People’s Democratic Party (PDP) rallies and support the 2015 presidential election, among other expenditures.
The ongoing trial involves a former Minister of State for Finance, Ambassador Bashir Yuguda; former National Security Adviser, Col. Sambo Dasuki (rtd); former Sokoto State governor, Attahiru Bafarawa; his son, Sagir Attahiru; and Dalhatu Investment Limited, a company linked to the Bafarawas.
They are facing a 25-count amended charge bordering on misappropriation, criminal breach of trust, and receiving stolen property.
Led in his evidence-in-chief by the prosecuting counsel, Rotimi Jacobs, SAN, the witness told the court that ONSA records confirmed that the contracts under scrutiny were designed for the purchase of security equipment.
“Responses from the Office of the National Security Adviser showed that the contracts were for security purposes,” Yusuf said. “Further investigation also showed that the money was not used for the purpose; it was diverted to other uses. A letter from the ONSA confirmed that the contracts were never executed.”
According to him, upon commencement of the investigation, the fourth defendant, Sagir Bafarawa, submitted a list detailing how the funds were allegedly spent.
“Some of them include payment for pilgrimage to Makkah, organisation of People’s Democratic Party rallies, payment of monies to security agencies for election monitoring, and payment for the 2015 presidential election and other political activities”. He said.
The witness added that financial records from UBA and GTB, already tendered in court, showed transfers to several beneficiaries among them was the Sheikh AbdurRahman Al-Sudais Foundation, chaired by former governor Bafarawa, which allegedly received N500 million.
Another beneficiary listed was the 2015 PDP governorship candidate in Sokoto State, Abdallah Wali, who the witness said received N580 million through a company.
Following the testimony, all parties agreed to an adjournment.
