FIFA’s investigatory chamber of the independent Ethics Committee has opened formal proceedings against three senior officials of the Congolese Football Association (FECOFOOT) over alleged financial misconduct involving FIFA funds.

Those under investigation are FECOFOOT President Jean Guy Mayolas, General Secretary Wantete Badji, and Finance Director Raoul Kanda.

In a statement published on Wednesday, FIFA said the decision followed a review of information and documentation gathered through its internal process, which pointed to possible financial irregularities and inconsistencies in the use of funds allocated to the association.

“Based on this information, the investigatory chamber has determined that there is a prima facie basis to open proceedings for potential breaches of the FIFA Code of Ethics,” the statement read.

FIFA said the alleged conduct may violate several provisions of its Code of Ethics, including Article 29 (misappropriation and misuse of funds), Article 25 (forgery and falsification), Article 20 (conflicts of interest), and Article 21 (offering and accepting gifts and other benefits). It added that the list of potential violations could be updated as investigations progress.

The global football body reiterated its commitment to accountability and transparency in the management of its funds across member associations, but noted that it would not provide further comments while the proceedings are ongoing.

The development comes weeks after a criminal court in Brazzaville reportedly convicted Mayolas, along with his wife and son, in absentia over the alleged embezzlement of about $1.1 million in FIFA funds.

The court sentenced him to life imprisonment on charges including money laundering, forgery, and misappropriation.
