The Economic and Financial Crimes Commission (EFCC) and the Association of Local Governments of Nigeria (ALGON) have agreed to collaborate on the implementation of a new Proof of Address (PoA) initiative aimed at creating a database of verifiable residential addresses for Nigerians to enhance national security, economic planning.
The resolution was reached on Wednesday, February 19, 2026, when an ALGON delegation led by its Lead Technical Partner, Prince Segun Obayendo, and the Deputy Director (Political), Office of the Secretary to the Government of the Federation (OSGF), Abdulmajeed Abubakar, paid a courtesy visit to the EFCC headquarters in Jabi, Abuja.
Receiving the delegation on behalf of the EFCC Executive Chairman, the Secretary to the Commission, Muhammed Hammajoda, assured the visitors of the Commission’s readiness to support and collaborate in driving the initiative.
“We will key into it, we will drive the process, and whatever collaboration you need from now on, we are going to work with you,” he said.
Hammajoda underscored the importance of the PoA initiative to the EFCC’s mandate, noting that accurate address verification would assist the Commission in identifying owners of properties suspected to be proceeds of crime.
“Proof of Address is always an issue. We have a property and we want to prove its ownership, so address plays a vital role in proving ownership, whether the individual is there as a tenant or as the owner of the house or even a third party. When we go to court, we want it not to be contested,” he stated.
In his remarks, Abdulmajeed Abubakar disclosed that the OSGF is collaborating with ALGON on the PoA scheme, describing it as a federal government initiative to be implemented across the 774 local government areas in the country.
According to him, the initiative aims to provide every resident with a verifiable and secure address for improved governance, service delivery, national security, and economic planning.
“It aims at providing every resident with a verifiable and secure address that can be used for good governance, service delivery, boost national security, economic planning and enforce a database of verifiable addresses of Nigerians towards enabling security agencies to track and mitigate criminal activities within the country,” he said.
Abubakar explained that ALGON is strategically positioned to drive the initiative at the grassroots level.
“We are all aware that ALGON represents all the 774 local government areas, making it the ideal partner to ensure the Proof of Address system is implemented at the community level. The OSGF oversees the rollout of the PoA system across all the 774 local governments and ensures that Ministries, Departments and Agencies adopt the PoA as required for official addresses,” he added.
Also speaking, Prince Segun Obayendo described the PoA as a system designed to establish a citizen’s accurate location and demographic profile. He noted that the initiative would leverage existing identification tools, including the National Identification Number (NIN), to provide verifiable proof of address for individuals.
