COAS UNVEILS PROSE DOCTRINE TO BOOST PROFESSIONALISM

The Chief of Army Staff (COAS), Lieutenant General Waidi Shaibu, has unveiled a new Command Philosophy tagged PROSE, aimed at transforming the Nigerian Army into a highly professional, agile and combat-effective force.

The Army Chief articulated the vision on Wednesday, February 25, 2026, during a lecture delivered to participants of Senior Course 48 at the Armed Forces Command and Staff College, Jaji.

In his address, Lt.-Gen. Shaibu said effective leadership in Nigeria’s evolving security environment must be anchored on character, courage and genuine concern for personnel. He noted that the Nigerian Army continues to operate in a volatile and complex threat landscape, with ongoing counterinsurgency, counterterrorism and internal security operations across the country’s geopolitical zones.

According to him, these realities demand not only tactical competence but also strong institutional capacity and innovation.

The COAS explained that the PROSE-driven Command Philosophy is designed to fast-track the transformation of the Army to fully discharge its constitutional responsibilities within joint and multi-agency frameworks.

PROSE represents five core pillars; Professional Excellence, Robust Administration, Operational Readiness, Strategic Cooperation and Exemplary Leadership — all anchored on what he described as a “Soldier-First Culture.”

He said the philosophy prioritises personnel welfare, morale, training, dignity and empowerment as the foundation for combat effectiveness and institutional credibility.

Lt.-Gen. Shaibu further stressed that operational success should not be measured solely by battlefield gains but also by public trust, strengthened civil-military relations and strict adherence to the rule of law.

Charging the senior officers undergoing training, whom he described as future operational and strategic leaders, the Army Chief urged them to internalise the philosophy and translate it into measurable impact within their respective formations and units.

The unveiling of the PROSE doctrine signals what military authorities describe as a strategic shift toward balancing ongoing security operations with long-term force development, modernisation and institutional reform in response to Nigeria’s changing security dynamics.
