The Akwa Ibom State House of Assembly has passed the ₦1.584 trillion 2026 Appropriation Bill, approving a total expenditure of ₦1,584,271,856,630.00 for the services of the state in the 2026 fiscal year.
The bill was passed on Tuesday during plenary at the Assembly Complex in Uyo, following the unanimous voice adoption of the report presented by the Chairman, House Committee on Appropriation and Finance, Hon. (Dr.) Itorobong Etim.
The appropriation authorizes withdrawals from the Consolidated Revenue Fund and the Capital Development Fund to finance governance and other statutory obligations of Akwa Ibom State in 2026.
A breakdown of the approved budget shows that ₦1,167,676,930,780.00 has been allocated to Capital Expenditure, while ₦416,594,925,850.00 is earmarked for Recurrent Expenditure.
The recurrent component comprises Personnel Costs of ₦131,295,243,030.00, Overhead Costs of ₦233,699,682,820.00, Social Contributions and Benefits (Pensions and Gratuities) amounting to ₦33 billion, Grants, Contributions and Subsidies of ₦900 million, and Public Debt Service of ₦17.7 billion.
The approved estimates reflect an upward review of the original proposal, with Capital Expenditure increased by ₦132,543,856,630.00 and Recurrent Expenditure increased by ₦61,728,000,000.00, bringing the total adjustment to ₦194,271,856,630.00
Governor Umo Eno, had on November 25, 2025, presented a budget proposal of ₦1.390 trillion, tagged “The People’s Budget of Consolidation and Expansion,” to the House.
The proposal was thereafter referred to the House Committee on Appropriation and Finance for legislative scrutiny.
Presenting the committee’s report, Hon. Etim disclosed that the committee conducted a thorough examination of the estimates and engaged various Ministries, Departments and Agencies (MDAs) in budget defence sessions.
She explained that adjustments were made to address critical development priorities and ensure alignment with the state government’s ARISE Agenda.
The report was adopted as a working document of the House, following a motion moved by the House Leader and Member representing Nsit Ubium State Constituency, Hon. Barr. Otobong Bob, and seconded by the Deputy House Leader and Member representing Eket State Constituency, Hon. Dr. Nsidibe Akata.
Presiding over the plenary, the Speaker of the House, Rt. Hon. Udeme J. Otong, directed the Clerk of the House, Mrs. Nsikak Orok, to formally transmit the bill to the State Governor for assent.
Meanwhile, the House has adjourned plenary sittings and is expected to reconvene on Tuesday, January 13, 2026.
